Vintage Deco I 35W League Bronze Sport Medal Jostens

I think 'I-35-W' refers to Interstate highway 35 West which runs through Minneapolis. I have no idea what sport this was for. The 'horseshoe' in the raised hand is clearly something with leaves and not a horseshoe. About 1-1/2" diameter.
