A lot of guessing here...these are very similar to early 1950's Hobbytown E7 dummy trucks. Could not find any info on Crescent Models, perhaps a forerunner of Hobbytown? These are unused but do have surface rust from sitting in boxes for 75 years. The wheels on the center axles of these trucks are blind (no flanges)
