The author of the presented publication, Vladimir Mikhailovich Gordon (1871-1926), is a well-known Russian lawyer, recognized scholar in the field of law, doctor of law, professor, academician of the All-Ukrainian Academy of Sciences. In 1894, V. Gordon graduated from the Law Faculty of Imperial St. Petersburg University, upon completion of which he left the university to prepare for his professorial activities under the guidance of Professor N. Duvernoy and was seconded to the 3rd Department of the Government Senate. Later, he spent two and a half years abroad, working in Berlin, Leipzig, Munich, Vienna, Paris, and Switzerland.
