that those
overprints are NOT
essays. It has been
proven and
documented that the
government
never had the idea
or has given an
order or something
similar.
The overprints were
made by private
initiative or better
said:
"made to order". And
because of this
it is impossible
that the envelope is
a
FDC, and for the
same reason it is
also impossible that
this illegal
overprint came from
the
"presidencia".
