its all to easy to set up a account on PP the details you need to provide are already on the card, the only other detail they need can be found very easy on the net.

if the bank had the original card holders email address and this was cross checked when opening a pp account , the scammers would have a seriously hard time making this scam work= verification from the bank to who you are
They probably do not even need the card now Sid, since the crap up "upgrade" where you can just wave your card at the terminal has been forced on us; it is now possible for them to just walk past you and skim the info they need with a scanner. Apparently there are covers you can get for the cards to prevent this. This was covered recently on BBC's consumer programme by Angela Rippon, unfortunately I did not get chance to watch it on catch up TV.

well sure i think it only contains the account number so they can add that to a drone card, thats what i remember reading, to work the scam with PP they will still need the physical address of the card intended and the bank sort code ,i cant remember if the security no is used for PP registration

the only way to stop it progressing is to change the email linked to your PP account
This might of already been said on this thread but its worth repeating.

Payments received into your PayPal account via an echeque can be block within your account setting.

The only exception being echeques received via eBay.

The problem for a business is that one doesn't really want to block all eChecks since some legitimate buyers use them.

What I am wondering is what is so different about German bank transfers compared to those in the rest of the world? Or are they seen as a specific risk?

Using this option is all very well, unless you are intending selling to Germany.

I'm not sure about German ones, but the US banking system makes bank transfers cost prohibitive. However, I believe that such transfers are a common and preferred method of payment in some parts of the world.
