We contacted support and got the following reply:

To protect our trusted community, immediate payment is required for all new members who have not yet received feedback.

Unfortunately, a small number of spammers abused the platform, which forced us to introduce this rule as a security measure. Once a member builds a record of successful transactions and positive feedback, normal payment flexibility becomes available.

We appreciate your understanding — this policy helps maintain a safe, fair, and reliable marketplace for everyone.

I can see the benefit of it, for both the site and for sellers. But different sellers might have various views. E.g. myself I'd like to set that timeout to be 24 hours for new buyers. That would give me a chance to see any message from the buyer. For example, on oBay I've several times had sales where I've had a contact such as "I don't get paid until the end of the week, is it ok if you hang on until then for me?". And of course I accommodate them [*]. So I wonder if we could have a setting, default to one hour, but the seller can make it whatever they want.
[*] Beats me why anyone would buy a non-essential item when they have absolutely zero savings, but that's a whole other topic and not relevant.

24 hours plus would be a more sensible time frame, with 60 minutes even if you see the sale straight away you don't have time to send a combined invoice and for the buyer to pay for multiple items. I don't sit looking at Ebid all day in case of a sale
