Checked that the address is correct?? Might seem obvious, but easily done.
When you say not processed - assume you mean not showing?
A year or two ago I had a buyer who couldn't pay using paypal. I thought it might be some sort of scam as no other buyer had ever been in the position where their payment just "wouldn't go through". I changed my mind when they paid by BACS/Bank transfer instead, but had no idea why their paypal payment never reached my account.
As no-one since has contacted me to say they can't pay I wonder if the buyer had a problem at their end with their paypal account?
Perhaps ask the buyer to contact paypal to confirm that their account is OK and not frozen for some reason?
I also remember not being able to get access to my account when paypal was making signing-in impossible for anyone without a mobile number, so paypal can make access difficult if it wants to.

Ask if they are using Windows 7, recent problems using paypal with that edition, but not every time.
sold to the customer and paypal protection eligible and it was sent recorded so should be okay on that score still doesnt help me establish whats going on, or not.

It's clear having done a test it isn't working.
Well not for new ebid users, wife set up an account and when it comes to paying it comes up with an error and can't proceed.
Certainly not a windows 7 issue.I suspect it's a setting, like not selling to no feedback but don't know if that's a thing on ebid.
You could (should?) try mailing support@ebid.net. But in case they don't respond in a reasonable time, I'll throw in my 2 penn'orth, though I'm no expert on this. I'm under the impression that because there are several levels of user on ebid (ordinary, bronze, silver, gold, platinum???) some can accept paypal within the site, others can't. Might that be the issue? Or are you the top level (platinum, I think), so my guess is stupid.
I hope you get better advice from someone else.
