Default New anti-fraud rules mean shoppers will need a security code to buy online - Paypal?

Will this affect Paypal, or even drive people to use PayPal ?

From 14 September 2019, millions of online shoppers could face chaos after a security shake-up that may bar customers without mobile phones.

Critics say banks have not done enough to prepare shoppers for the major changes, which are due to take place within weeks.

The new system, aimed at preventing fraud, requires customers to use an access code - typically sent to a mobile - before making purchases online.
They must enter this number at the check-out to confirm payment.

Much of the problem is down to banks refusing to give customers a choice of how to receive the codes. Santander, with 15 million active customers, says it will only send the code by text to a mobile or via the smartphone app. Those without a mobile will no longer be able to use their card online. You may also struggle if you have poor signal. Santander has yet to tell customers.

HSBC customers will be sent a code via text to a mobile. If unable to receive it, they can get it sent by email — but only if HSBC has their address. Lloyds will text the code to a mobile or send a message to a landline. Royal Bank of Scotland customers can also opt for an email. Nationwide will offer mobile and email options, as well as notifications sent to banking apps and the use of a card reader.

Don't think Santander have even got my mobile number as I don't do online banking !
Why don't they just ask people to put in their pin numbers like in 'real life' shopping it would be so much simpler ?!

I expect it will affect Paypal if people are paying via a card, don't know about money held in a Paypal account though.

Perhaps this is why Paypal are asking me to add a mobile number "to keep your account secure".

Santander notified me w/c 15th July. I do online banking but have no mobile. I will be able to view my account activity but I will no longer be able to transfer money online - I will have to physically go into a branch to do that. Typical hammer from the sky with no preps or warning...... no doubt masses of chaos will ensue.

Good grief. I tried to make an online payment on Santander for a new household bill, and they have that system in place for that. If you are adding a new payee to the account. Well, as we live in pretty much a cell-phone-reception-free zone, AND Philpott has changed his cell phone number and not told the bank (and in order to change your cell phone online to update to new number, you have to know the old number...…………...well, you know where this is going.....)
    Ta-Ta for now!

"Pin"/code type numbers/ secure passwords/phrases are used for online banking along with a host of other security features which have been in place for quite a long time now. HSBC, for example, has a secure key as well which I find to be brilliant.

I saw this coming and moved everything from my Santander account and closed it

I'm with Nationwide and have repeatedly asked them to change my mobile number and my account still shows my old one, meaning I have to get Billy to send payments from his account!!!

Yes, I know they have all that for online banking but I'm talking about using your pin for payments for online shopping instead of this stupid text business. You have to enter the 3 digit security code for the card anyway so why not just make another box for your card pin number too ? It would save a lot of hassle !

I was informed by my credit card company last year of the new procedures they would be using regarding buying on-line and using the code but as I don't buy a lot on-line (have to watch the pennies) I don't find this a problem, I don't do on-line banking, my bank don't have my email address so should I get one supposedly from them I know it's a scam. If I cannot buy locally I now tend to look on-line then if possible phone up and place order by phone giving card details, however this is not without it's problems as back in early 2000 my bank statement showed a payment to 03 Slough, as I knew it was not mine I queried it with my bank, they asked the usual questions and looked into it for me they were able to tell me the payment was applied at 10.30 pm by a male, the only way someone could have obtained my details was when I phoned to pay a bill or obtain car insurance over the phone and they ask for the 4 digit security number.

As for bank security HSBC now have voice recognition for telephone banking but I would not take it up as what happens when you have a head cold and sore throat and need to access your account.

When the advert for Paddy bingo with Alexa or whatever it is comes on it always reminds me of the time in my frustration shouting down the phone at the 'stupid machine I've just given you the right details' after the 3rd clear and slow attempt, obviously did not like my flat Lincolnshire accent.

They've been asking me regularly to add my mobile number and today I've had an email as well. All ignored as I don't have a mobile (and don't want one). I wonder what national and local government thinks about this, they've been pushing on-line payments for years for things like car tax, income tax, council tax and leasehold bills to save on cash/cheque processing costs.

Thinking of Income Tax and MTD, I'm not sure that there is any other way to pay HMRC these days. I hope they accept paypal.
