If it were me, I would ask for the item to be returned and I would pay the return postage also, but if the buyer had been nasty to me - it would be really hard. Just sayin' sometimes you don't have to be hostile.

I'm the one that bought the item, since I paid via Pay Pal, I thought I was covered under their return policy. Opened a dispute as to not the right item sent. Seller will not pay return shipment postage, seller also has escalated the Case, Pay Pal will make a decision (reply) in 72 hours.
If I'm not mistaken, PayPal's policy has always been that the buyer pays the return shipping. Of course, in cases where the seller is "at fault" it is reasonable to expect that the seller reimburse fince it was their mistake. However, I don't believe they can be legally forced to do so.
Seller's mistake. Seller should make it right and pay for return shipping. Also correct item should be sent. I think paypal will be on your side.

Seller's mistake. Seller should make it right and pay for return shipping. Also correct item should be sent. Sale would then complete as usual. All sellers are human. Then can make mistakes. Sale did happen, just seller made a mistake and shipped the wrong item. Sure it was a honest mistake by the seller.
Just an update to the issue. 15 DAYS AGO, I got the following message from Pay Pal:
Unfortunately, we need a little more time to make a decision. Expect an email from us soon.
Have put in several replies, but never a return reply to a question as to what the problem is. Have asked for a full refund, with seller to pay return postage, due to their error if seller wants item returned or abandon. I'm still willing to purchase the item if it is as described in listing, not an item of sellers choice.
Any idea as to the time frame of Pay Pal's "soon" or "a little more time"? My customer is waiting for the correct part, but not much longer!
Call paypig and talk to a human. You have a limited amount of time before they close the case without resolution.
If the item is not as described or reasonable fault falls on the seller then the seller should handle the shipping. If the customer wants to return the item because of any other reason, then the return is the buyers responsibility. Any fault of the sellers is solely the responsibility of the seller and they need to correct the problem

UPDATE....The seller refunded the price paid for the item, and Pay Pal (e-Bid) paid for the return...took over a month to settle the dispute.
