I think it also has to do with the time between the user buying and then having to pay - it gives them too long to think and change their minds. People often buy on impulse because they see something they like, then, having agreed to buy it, they either decide they can't afford it or don't want it after all, or maybe they find that they can get it cheaper elsewhere. Whatever the reason they often find it easier to ignore the seller rather than admit to a change of mind and ask for the sale to be cancelled.
It may also have to do with the fact that people who are used to eBay often do not wish to take the time to find out how payments are made here. Some have said that they find the process confusing - especially where some sellers don't accept PayPal. (Perhaps being able to search/browse only for auctions which accept a certain payment type would help some users?)
Perhaps a ''seller would like immediate payment for this item'' option could be considered here?
It would have to only be an option, as not all sellers would want it.
It could even be considered as an upgrade with an extra couple of percent on fvf if an item sells that way.
Of course, a seller using such an option would then have to consider ''multiple purchases'' etc and give refunds for possible overpayment of postage if they combine postage on their items.
Swings n roundabouts option, but for those that would use it, it would certainly cut out the npbs
