what does a line through a sellers name mean

just noticed a seller has a line through his name,that i have bought stuff from

I think if they ae new not registered yet or been struck off so to speak.

I thought that too but wasn't sure, because if it was someone just newly registered, I think a strike through gives the wrong impression.....well it does to me anyway.

Depends on if the seller paid their FVF. Their account may be on hold. Not everyone has automatic payment.
