I. ) On October 26, 1921, the College of the People's Commissariat of Justice of the RSFSR, responding to the Resolution of the 11th All-Russian Conference of the RKP (b) on the transition to peaceful economic construction and the establishment of strict revolutionary legality in all areas of life, adopted a resolution: in order to strengthen the propaganda of Soviet law and to develop it, launch a weekly newspaper. But on December 7, 1921, this resolution was changed, because the College of the People's Commissariat of Justice decided to publish not just a newspaper (the NKJ Bulletin), but the Journal of Soviet Justice.
