Professor Vladimir Alexandrovich Vasilyev is a well-known Russian hydraulic engineer, one of the characters of Solzhenitsyns novel The Gulag Archipelago. He devoted his whole life to the development of the project of irrigation of the Chui Valley, beginning in 1910. Massive irrigation project initiated by the tsarist government is a striking example of the development of the eastern suburbs of the Russian Empire.
