In 1999, Universal Records was pooled together with Motown Records and Republic Records to form Universal Motown Republic Group under which it operates today.
A&R stands for Artist and Repertoire. The A&R department scouts out the talent and then works to develop that talent.
And a producer is not the one "who determines if they're offered a contract." A music producer may work for a label or own an independent studio. He produces - makes - albums and demos. Most will work for anyone who has the money to pay, in many cases, exorbitant studio fees whether you have a record deal or not. A contract, also called a recording contract or a record deal, is between the Artist (a.k.a. the talent) and the Label.
