Within the work of the Hartry-Foca-Bogolyubov method, the nuclear problem of many telescopes has been solved. A general scheme of the boson representation of fermion operators is given. A collective Hamiltonian for quadrupole excitation is built in SU (6) -approximation. The mathematical apparatus of the model of interacting bosons is presented. A quasi-partially-phonon model of the nucleus is formulated to describe the low-quasi-particle components of wave functions at low, medium and high excitation energies.
