The couple are making rampant love behind a bush while he pronounces them man and wife. It would seem he is trying to make their saucy behaviour legal and possibly clear his conscious. The look on his face is very uncomfortable but that could also be all the ladies lingerie he is looking at while they are copulating behind the bushes.  Vintage religious humour which you will never find in a newsagents today unused and mint (same as brand new)
