POST General Foods LTD.  I'm not sure exactly what it is as I could not find any information on it.  It was from POST cereal and a prize in certain cereal.  THere is a card you insert into another card which you can slide up and down to change the cartoon character in the window.  On the reverse is a different set of cartoon figures you can do the same thing with.
