Regarding the leather Texas flag vest, the listing says free shipping to US (I am in Atlanta Georgia), but I also see $15.50 shipping/handling fee. Are these two different fees???

Now in 2024, our prices are still same as 2011 but to cover the shipping expenses, free offer is taken away and now we charge shipping/handling as well.
