Remember back when stodgy PCGS wouldn't grade any coin, even proof coins, higher than a '69 grade? When ICGS began grading coins in September 1998, they recognized that, yes, a few coins did meet with perfection and therefore deserved the ultimate grade. The "new kid on the block" caused PCGS, NGC, and even ANACS to eventually reconsider their positions, and now coins, especially modern proofs, sometimes receive that perfect grade.
