There are several scratches on the CD. There is no jewel case or printed instructions with this game. Artwork picture is a Stock Photo.
I can load the CD-ROM on my computer and read the Directory and some of the files. The program will not run on my Windows 10 machine.

Tonka Joe's Construction Tips:
General Hints:
The Crane
Click the mouse button to pick up objects with the crane, and then
put them down again. Remember: the claw of the crane will drop to
ground level before picking up or putting down an object, so be sure
to position the claw higher than your destination before you click.
Interruptability
Look at the cursor to see whether you can interrupt the current
speaker or animation: If the cursor is invisible, one mouse click
should interrupt the current speaker, and restore the cursor to you.
If the cursor is the standard Windows hourglass, clicking will have
have no effect. If you are currently driving a vehicle, you will
just have to click the mouse button and see!
Decorations
After you have completed an area, you will have the opportunity
to pick up some decorative objects - some of these (like the
phone booth in the desert, or the lady in the castle) will
animate if you put them down in the correct spot - these
spots will be marked with a downward-pointing arrow. Be sure
to look around for these arrows after you pick up an object.
Hints about the Activities:
The Quarry
To earn your certificate for the Quarry, there are three things
that you must do with your Front End Loader: clear out the black
and red piles, and dig the back walls until you find gold, then
scoop up the gold in your bucket. You will find many other
things to do, though: find and dig out the bat cave, clear away
the boulders, and dump the load of gold (or any load, for that
matter!) into the hopper near the crane (follow the tire tracks
for the best approach, but steer clear of the crane - we've seen
a few trucks get wedged in there so tight they can't get back out!)
With your cursor, you can pick up the objects behind the fence
near the shed, but you'll have to lift them up over the fence or
slide them out the door to get them free.
Snowy Mountain Rescue
Just a reminder: you don't need to rescue the ranger's car - she
pulled into the snow bank to get out of the way of the other cars!
Garage
Although you can paint your trucks while they are in the garage,
Miko insists that they be regulation Tonka colors before they hit
the streets, so all vehicles will be washed before you can
climb into the cabs.
Desert
I'd recommend that you use the Bulldozer to clear off the rocks and
bruch, then use the Front End Loader to dig the tunnel - once you've
got a clear path to the canyon, continue working with the rest of
the trucks, in left-to-right order as they appear on the train.
You might want to scroll the screen further to the left when you're placing signs and other objects after you earn your certificate. Some of them will animate if you put them down where the arrows indicate - but the arrows may not be visible unless you scroll to the left side of the desert area.
Tonka City
Trucks that drive to the site when you click on the flashing arrows
always follow the same sequence, so keep clicking on the arrows
until the truck you want comes down the road. If you're not sure
which truck to use next, listen to Rusty - if you need a truck, he'll
explain what to do with it. Otherwise, he'll only tell you its name.
Also, when you're pouring cement in the Skyscraper's foundation, keep the cement truck around after you pour the floor, so you can pour the foundation walls with it, too.
Your Time Card
Keep checking your time card for a visual indicator of your progress.
Every time you finish an activity, you'll see a label on your time
card, and a small certificate. Click on the small certificate to
see your real certificate again, or if you've completed everything,
click on the Master Builder label to be awarded your Master Builder
Certificate! Congratulations on all your hard work!
