The Act contains a detailed programme of celebrations, as well as congratulations from eminent persons and various state institutions. It also contains the official anthem of St. Petersburg University, authored by Dmitry Stolypin, the elder brother of the Prime Minister of the Russian Empire, Peter Arkadyevich Stolypin, a student of the Faculty of History and Philology at the University. Initially, St. Petersburg University was considered the successor to St. Petersburg University, which was created in 1819 as a result of the renaming and subsequent reorganization of the Main Teacher Training Institute.
