"I, George Barker of 55 Colmore Row Birmingham in the County of Warwick Consulting Engineer, do hereby declare the nature of this invention and in what manner the same is to be performed, to be particularly described and ascertained in and by the following statement: The object of my invention is to provide a bag or package with a handle by which the mouth of the bag or package is closed and held closed; and it consists essentially of two wire bails threaded through the bag near its mouth.."
