    If the seller is suspended, I think that dissolves the transaction. If you have not paid, I would say don't worry about this transaction and don't feel obligated to communicate with the seller. If you paid... you might want to make a claim to get your money back. With PayPal, you should be protected.

    On any auction site always do your research before you bid, and only bid if you are sure the seller is genuine. The best evidence for this is their feedback record. If you can't afford to take a risk- don't bid unless you are 100% sure.

    You would think anyone with no sales record and selling 200.00 items would offer Escrow to reasure potential buyers.
