I suspect that it is one of a pair of clips which were either worn clipped to the neckline of a dress or clipped together onto a frame which made it into a brooch

I would think there is a bit missing to make it a belt buckle/clasp. Probably not using the right word, but I know what I mean

It's a dress clip either art deco or Victorian design, vogue used to use them in some of their later designs as well

We've heard 'hair clip', blazer clip, I'm stumped.

If the top part, with the tangs, is hinged and folds under the ornamental part it could possibly be a ladies shoe buckle. The tangs would pierce the material of the shoe be folded back to secure and the ornamental part would be displayed hiding the tang ends. Are there any signs of plating ie silver or gold? Just an educated guess. A good title for a thread by the way. ' What is this'.
