Personally I don't think retaliatory neg's are the way to go. Feedback is a personal view of the person giving it. As a seller I leave feedback when the person has paid, after all the buyer has completed their part by paying, so why should they have to wait until I have received the feedback from them? If they leave a bad remark for no good reason, then I would simply place a comment on the FB, and report to ebid (unlike feebay, these things actually get sorted out)
On feebay I have not received my FB even though I paid instantly, and I'm sorry but I'm not giving them FB until I get mine (they would get + btw), because why should I submit mine first?
