Oh i see, as it's for charity i wouldn't have thought that would matter, (apart from you paying the fee of course).
I've never actually noticed that rule, i probably skimmed over it as i don't really use featured anyway.

To be honest I think it's time that rule was put to the vote because I often get PM's/Emails asking if they can do a dutch auction or whatever.

Good idea, personally i wouldn't mind if people did Dutch, featured or whatever, if it benefits charities it's all good.
