Well seeing as I run an anything goes forum, maybe I can help you Charles.
See you have to think about something like an unlimited ticket at a fairground or theme park for a day, because in reality it's not really unlimited because a day is 24 hours & the park is only open maybe 10 hours.
Same with an anything goes forum, it's still restricted by terms and conditions of the server it's hosted upon. So if in those terms it states no pornographic images then you have to make a rule stating that.
On the other hand, you have to make rules so it protects everyone who uses the Anything Goes Forum from stuff that may upset or cause hassle for a user or owner.
In some forums they have a no bitchin' rule - anyone starts to slag someone off, then they're booted off
