There was a post on here some time before Christmas from someone who was scammed, had paid through paypal and they advised them that they did not have the same protection guarantees as the purchase wasn't made via their site.
At the time I thought it was terrible, after all they allow people to use it off site and take a fee! But that's what they said.
Probably a case of depends who you talk too!

My own solution is to avoid using paypal as much as possible
The only real benefit is one of speed-the charges are 4% to the seller which in my view is extortionate especially when they dont offer any real protection outside of Ebay

Well, I'm not sure it's legal - and it certainly won't be popular, but I have to admit now that I was wrong. Use PayPal outside of eBay and you're screwed for protection of any sort.

I got a reply from them today:

I asked:
"'Am I protected in the UK if I use PayPal for transactions outside of eBay, on another website?

I see several other websites and sellers on various auction sites (other than eBay) offering PayPal as a payment option, but do I still receive the same level of protection that I would were I trading on eBay itself?"

And they've replied:
"Thanks for contacting PayPal. I appreciate the opportunity to assist you with your questions.

The security measurements which PayPal offers her customers is at the present time only for items bought on eBay."

I am new to auctions and e bid. I bought a Rolex from "deebags" on 24/12/05, having read the write-ups and doing all those good things. £39:00 has been debitted from my account and hey presto ..........no watch. The money was debitted by PPPay I have e mailed deebags twice with no reply. Having reviewed a more recent page by deebags I see she / he "no longer accepts payment via PPay".What on earth do I do now? Having now read pages and pages of bumf on the site I am still none the wiser. Can I get my money back or the watch? .....or should I look upon the money I have lost as an investment in the "never touch e auctions with a barge pole" school?

Payment may have been debited from your pppay account- but have you verified your pppay account so that the payment has been released to the seller? If you haven't- then your money is still with pppay- NOT the seller. The seller would be quite correct in not sending goods and technically you would be a non paying bidder


Did the auction listing say that pppay is an acceptable payment method? If it didn't- I recommend you make payment by an acceptable method as quickly as possible. If you fail to verify your pppay account i understand your payment will eventually be sent back to you by pppay

If you are unverified on PPPay, you have 14days to verify the card the money was debited from otherwise it will be refunded after this time has lapsed.
If you card IS verified, then you have to wait 30days till you can cancel the payment yourself.

I don't know much about the Paypal protection policy but I have heard that if you have used your credit card for the payment then you can contact your credit card instead of Paypal and I think most credit cards do want your business so they will probably be inclined to help you out.

It says ---- A buyer cannot file a chargeback on the PayPal site. To file a chargeback, the buyer must go directly to their credit card issuer (in other words, the bank for the credit card and the company to which the buyer makes their payments). The chargeback process is neither designed nor maintained by PayPal, so PayPal can't change it or reject chargebacks. ----

Like I said before I don't know anything about this but I think one can file a dispute with Paypal (which is probably about the same thing) and Paypal will most likely get a fee for doing so.

I have heard there is not a fee for going through the credit card --- BUT I DON'T KNOW. If this is true and you used your credit card to make the purchase through Paypal it might be worth pursuing.

I buy a lot of bags from Deebags, her delivery is sometimes quite long, but I always recieve my items, she may not have replied to you, because she is actually in the process of moving, as for the pppay payment did you add the 4% to the final price, if not that is why she has not accepted your money, she clearly states that in her auctions, the only payment option she accepts without any charges are from nochex. Hope this helps

By the way your money is not lost, if she has not accepted it, you should be able to cancel the transaction yourself in 30 days time. You could always try emailing her again and asking her to refuse payment.

This cannot be correct.

Paypal liability is not limited to transactions carried out within eBay. If that were so they would not permit people to use Paypal as a payment option for private websites.

Granted that it is incredibly hard to find anything in their help pages which doesn't constanly mention eBay, but the facilities still exist for using PayPal outside of eBay.

I have sent an enquiry to PayPal via their internal email system on this subject. I'll let you know if I get a satisfactory response.

Paypal liability is only limited to ebay transaction as i found to my cost, i have posted paypals reply to my complaint on another thread, it clearly states goods purchased from any other auction site/sites are NOT covered by paypal policy.
