Is there an ART EFFECT that can do this ?

I know , that it can be done ( LONG WINDEDLY ) In any decent art programme.
But is there one single template effect that can turn a photo into a pic like this ?

With just the press of a button ?

THIS IS AN EVEN BETTER EXAMPLE OF WHAT I mean.

I know it can be done in microsoft picture it by doing effects ( and prob most other programmes ) and then DRAWING on top to give the detailing.

BUT ... I was hoping there was a short cut way ie : removing all the artistic ability and just turning a photo into this effect ( with all the detail intact ) but looking like a cartoon drawing ?

well ... i have been thinking about asking this Q for ages, but since i know im meant to KNOW these things, i didnt.

But ... you cant know all these is to know about everything, no matter how much time you spend doing something , can you ?

Else it would be BORING.

A similar effect can be obtained by using the cutout filter in photoshop. Click on filter-artistic-cutout, there are a couple of controls to adjust to get the exact effect you want.

BUT ... I wanted the extra detailing ( lol )

I THINK that must be what they use.
THEN DRAW ALL OF THE PRECISE painting and THE DETAILS IN BY HAND.

I've got a vague recollection that the Posterize function should do this, or something very similar....

I just thought, if you massively increase the size of the picture, say 10 times, then apply the cutout filter, and then shrink it, you will get more detail, I did this with the sunflower pic.
