Free shipping???

How does "free shipping" work from the perspective of the seller (in other words, who pays the shipping charges)?

Seller pays the shipping charges if an item is listed as having "Free Shipping."

However, shipping is never free, on any site, and the buyer ends up paying for the shipping one way or another. Either the vendor is adding something to their price (even when the amount added to a price is slight, they are counting on making up the difference in higher volume orders). Some have "membership" fees that help offset the cost, some average it out over their entire customer base, and sellers from some countries get subsidized shipping from their governments.
