Irritating, isn't it. Hardly surprising though. They're privatised.
Here's another example...
Recently my wife received one of those cards that says there's something to collect that has excess postage to pay. Off I went to get it from the main sorting office. It turned out that it was a letter (originally stamped with the correct postage) that had been sent to our previous address that we left in 1993. Very thoughtful of the occupants. Something I do myself occasionally, readdress something and pop it in the postbox. Stupid of the company, for Gill buys materials from them every year and they have her current address on file, but this letter was sent by the accountants, d'oh!
So why was there excess postage to pay, I asked. Surely this wasn't required? "Ah, we're privatised now!", was the answer I got.
I'm still left wondering we were wrongly bilked by a jobsworth who doesn't know his job, and could have appealed the charge. Or whether this is yet another example of Royal Mail now being a Royal Pain.
But at least our local village post office is still luverly, and RM can never be as bad as our local Hermes non-fit-for-purpose so-called courier.

two thoughts - 1) a good time to buy service specific stamps - 1st class, 2nd class, large letter etc - they remain valid for the service specified (and can often be bought at a discount)
2) I refuse letters that have XS postage cost unless I actually want them.

But you don't know that you want them til you see them and in my experience you need to pay first before you see
