Who gets shown in the column alongside the Forums

I wonder what are the criteria for appearing in the New, Closing and Popular Listings which appear alongside the Forums.
I did a small check every time I looked at the forums. Some sellers appeared very frequently (it seemed to be almost every time) while others appear rarely or not at all. Is there a level playing field?

Sometimes I wait until I see the closing listings showing before I list something and sometimes it works and I appear in the New listings (but sometimes it doesn't )

the more items you have on a shorter turnaround the more chance you have of appearring
