Actually, due to the reciprocal arrangements between the NHS in Scotland and the English & Welsh NHS you could probably get treated without moving - although, whether your GP would be willing to incur the costs is probably a different story.
However... Why was it that so many English politicians and newspapers were outraged when Scottish Labour announced this policy of UK taxes funding UK nurses?

The English might be reasonably accused of not giving enough regard to Scottish feelings, and to neglect when a bit of help would have gone a long way, through the agency of the Westminster Parliament. There have never been any active "oppression" - the Scots have always had as many rights as the English, and have been in a position the make change through Parliament, like the rest of us.
The notion that ordinary English people don't look upon the Scots as equals, and take active steps to make life difficult for them, originates north of the Border, not south.
