I think it was rejected because it was seen as just another layer of bureaucracy, and a token to keep the natives sweet.

Unfortunately, the natives could see through it.

It should not be necessary - every part of England has its own MPs, who should see that there are fair shares for all

It appeared to me, a long winded and expensive way of electing an MP. I dont think the system is as much at fault as the 'before and after' attitude of the candidates.

Excellent read. I also read the linked article about why FPTP doesn't work, another good read, though I was a bit disappointed the author didn't offer any alternative suggestions at the end of the article.
