IE with addons

My IE says its running without add ons, how do I turn them on.
I can remember messing about with it a few months ago and taking stuff off, and changing over to chrome but chrome is now taking an age to load ebid pages.

I now don't seem to have any internet explorer anywhere at all, can i download a new one.
