Yes, it comes up when you go to pay. I THINK the way it works is that paypal honour your payment, and then once you have received and are satisfied with your item you confirm receipt of item in your paypal account, and the payment is then taken. I believe it is something to do with new returns policies if it is Ebay we are talking about.

As far as I know, paypal have all these asinine rules and regulations for Ebay users. They don't seem to apply on other auction sites.
