But when I registered on ebid, I found I can not be a seller, only can buy on ebid.

The specific reason(s) could be as varied as the countries who are currently not full participants of eBid.
I have made several purchases from China in other venues without difficulty. Perhaps some are concerned about perceived unfair trade practices, that may occur. Only eBid knows where they are in the process of allowing buyer/seller status to participating nations.
For each country that can sell the management has to do a lot of work "personalising" the site for that country so that the sellers' experience is good, and consistent with other users. If they haven't set-up the site to allow Chinese sellers it's presumably because they do not think that the number of sellers and sales would justify the work and expense involved.
I would think a generic "other" set-up might be one way around this, allowing sellers globally to register and sell using English and Sterling (or dollars or whatever they thought best).
eBid is a much smaller site than ebay but they are expanding all the time. They have only recently added Brazil and Malaysia to the seller's list and eBid Hong Kong is fairly new.
There are still countries in Europe that have not been added to the seller's list yet so please don't feel that you are unwelcome. You could email support@ebid.net to see if they have plans to add China in the future.

According to stories and complaints.. feebay banned the selling of Fake Coins in Feb. 2012
Fakes were Flooding feebay from China.. now the sellers from China have mostly left feebay... watchout here on eBid 'ouch' if China-Country are sellers here.

Personally, after having fought Ebay on the issue of counterfeits for four or five years, I feel that these changes are too little, too late. I have noticed, however, that within weeks of it’s implementation there were virtually no more Chinese coin sellers on Ebay. Unfortunately, the damage has already been done. The market has been flooded with these fakes and eventually they will find their way into collections around the world. Ebay should be held accountable for their inaction.
