Yes, you can relist an item.
Yes, if it attracted a fee when it was originally listed, and you don't make any changes to the selected options, then it will attract another fee every time it is relisted. That means if your item is listed and runs without selling, then has 10 auto relists that are all also unsuccessful, you will be charged 11 times in total.
Therefore you should be careful regarding which options you choose when listing to balance the outlay with the possible returns.
Click on your "My eBid" tab. In the left column, under the header "Selling", you'll find "Sold" and "Unsold". Click on either one to bring up the list. You'll see your listings with check boxes you can select to repost.

Yes, you can click on any of your auctions and at the top you will see an edit option.
