When the woman called the emergency services she and the young child were the only ones there. Any other people must have either turned up later, but before the firefighters turned up...or they were some distance away and the woman didn't notice them.
I wasn't actually there so I am deducing this by working from the available evidence.
There is a cafe at a higher point where people could have come from and a busy road running alongside not many yards from the lake ...also a path running alongside....a car park and also a row of houses. Any number of people could have been within sight of the incident and some of the people anywhere nearby could have turned up between the woman being there and then the emergency services.

I would have thought that the local fire brigade at least would have already had information and risk assessments done on local amenities.
(Wade in lads. it's only 3ft deep.)
They should have known and responded even if they didn't know!
