I don't understand. Why would a seller not want instant payment?

Because it can put people off from buying more than one item at a time.

Unfortunately it happens on all sites.
I have only had it once on ebid from some $%#^$% who "bought" 11 of my items, plus some other peoples as well.
It is just human nature, some people hit the buy button too quickly, or they have no cash, etc etc.

i would be inclined to opt for instant payment, possibly better to lose a few buys than have all the inconvenience of non payment. i would ask myself, WHY is the buyer not signed up for instant payment?

Because sometimes people like to browse.

As a seller it's a pain in the neck if somebody buys two or three items, & pays for each one as they buy.

    • they get hit with full postage for each item,
    • you get hit with full paypal fees on each item.

Lots of us have notices on our stores requesting people who make multiple purchases, wait for an invoice before paying.
That way we can discount postage to reflect the actual cost, plus apply any other discounts applicable, much easier than trying to mess around with paypal partial refunds.
