Because this site is different from fleebay and low FVF sellers will sell items at what they're comfortable at selling at, with a maximum of 3% FVF the sellers don't have to sell items at high prices to compensate for the fee's here. If a best offer was created on here then the seller may end up loosing out on the item price. You could always use the AAL to ask the seller if they would be willing to accept an offer.
Also the Buy Now is available here, some sellers use 'auction prices' and 'buy now' and others will use just 'auction prices' or 'buy now' prices

I actually like YorkieBuddy313's suggestion. I also sell on another site (Not the obvious one). This other site have the additional 'make an offer' option. I actually like this option. In my experience on this other site if ridiculous offers are made then I simply say no. On the whole most people have made sensible offers. If i need the extra money or want to shift some stock then I simply say yes. I think it would be good if Ebid had the facility whereby the seller could choose whether to bring this option into play for buyers. That way everyone would be happy. Personally I have found that it has worked well. I also think it would be yet another clever option for both buyers and sellers and buyers my be even more willing to visit if they can haggle (If the seller were happy to do that).
Anyway that's my humble opinion from my own experiences
"make me an offer" is just a declaration to the buyer that they don't have to pay the asking price. There are more important things this website needs to do!

The best way to sell Buy Nows on eBid is to pitch the price at the lowest you will accept. Doing this helps a lot, particularly from customers using Google Products who invariably will be looking for the best deal on the net. Thus setting your prices to attract customers leaves little margin for “offers”.
I don't know for sure but I think it is actually quite important.
Just thinking about it on the spur of the moment it occurs to me that.....
A/. Most sellers here won't do auctions because of the risk that an item will not sell for anywhere near it's true worth (e.g. me).
B/. Sellers who do use auctions are advised to adopt the strategy of starting at the lowest possible price they will accept and hope for bids (that's effectively BIN+ then, not suprised there are not many bids).
C/. Both strategies effectively remove any chance of a bargain.
D/. Best offer can introduce an element of urgency that BIN doesn't have. There's a risk that another buyer will come along and make an acceptable offer. n.b If you come back to an item to find that it's sold you know what you've lost if it's a BIN (i.e. an item that wasn't quite attractive enough for you to click the Buy Now button). If you come back to to a best offer item you don't know what you lost (i.e. did the buyer get a really good bargain price).
Just to illustrate the last point, I saw something I liked with best offer on the other side a few days ago. I thought I'd wait a bit but when I went back it had sold. I was really fed up with myself for missing it. Do you think I'll wait next time? No, I won't, I'll put in an offer ASAP.
I'm seriously beginning to wonder if it's exactly what eBid does need.
For me, stability in terms of not losing my listings and some sensible way of dealing with strikethru members are much more important, Kedo.
