At the moment there are only 28 threads showing in new posts.
Another time there might be over 60.

It defines the way that you 'read' or 'use the forums - ie - new posts. A thread qualifies to be in the new posts view when it has had a new post added to it. If there are no new posts to the threads, then they don't show. Hope that helps
Edited to add - If you only want to hide all the threads that you've read or have chosen to ignore and only keep the threads with new info / posts in them to view, once you've read what you want to read, click 'mark forums as read' - it will hide everything. Leave it a minute or two for a bit of chatter to happen, then click on new posts and only active threads will appear. Hope that makes sense.)
