Would electric vehicles pay the petrol tax?
I don't know about the US but UK vehicle tax is now based on the vehicle's CO2 emissions (g/km) rather than engine capacity (cc). So electric vehicles are not (currently) liable to the tax - therefore moving the tax stream to the fuel would make no difference in regard to them.
