U.S. law gives any buyer on any venue a cooling off period of at least seven working days. A purchase may be cancelled for any reason within that time period. There are some exceptions, but most items purchased with a "Buy Now" price are covered.
Auctions are not covered. This makes sense because then the seller has lost a sale to the previous bidder. However, if an option were available to cancel the purchase before the auction ended, it could revert to that bidder.

I have had a few NPB, all of them new to eBid. I wonder if they would have tried again if it weren't for that mandatory neutral feedback I was forced to give them?

EEEK! I made a mistake (first time this year ).
I found that website some time ago, and thought it was US law. I just decided to check on something, and while poking around in it I discovered that Consumer Protection law was passed in 2007 in the EU!
So, did some more research, and found a government website regarding the "cooling off" law here in the US.

This is an official United States Federal Trade Comission site. It seems here we only get three days to change our minds, only if the purchase price was more than $25, and with a lot more exceptions.
I know this law would apply if a transaction is conducted entirely in the US. I suspect it's not enforceable in the case of an international transaction.
It might be worth it for someone to find out if the UK also has a "cooling off" law. I'm not sticking my nose into this again, but I will continue to give neutral feedback (not negative) to NPB. Except for the one obvious case where we got hit by a malicious mischief-maker last year.
7 days if bought BIN from a Business seller. Debatable whether it includes items sold by auction online.
