10 karat gold ...the 167 could be a jeweler's mark

I think it must be a maker's mark as the European mark for 10kt is usually 417 which is 41.7% gold. Here are the other marks for future reference.
American and European Fine Jewelry Hallmarks:

Besides the usual American marks of 10k, 14k & 18k seen on gold jewelry numbers are also used to mark jewelry today. These marks are primarily found on jewelry of European origin.
.375 is 9kt gold, a mark often found on English jewelry.
.585 is 14kt jewelry (58.5% gold in the metal mix)
.750 is 18kt gold jewelry (75% gold in the mix)

how can anyone call any jewllery with less than 50% gold in it, gold....
take 9kt gold... just 375 parts out of 1000 parts are gold therefore 625 parts of the ring is not gold...
(for once) The Americans have it right anything less than 14kt )585 out of 1000 (or 58% gold)) is classed as costume jewllery over there

Aren't you talking about two different things? Surely something can be costume jewellery or not, independent of the gold percentage? If a piece of costume jewellery is made out of 9kt gold - how do the Americans you mention describe the metal?

Call it gold? Yes, because it is yellow. Most people just see the gold part and don't really know what 10K or 18K or gold filled means anyway. To them, bless em, it is REAL GOLD.
