Ooh, that's interesting. Could be foreign as the insect is a cicada. Is is made of brass? 6cm makes it a small object, so might be some sort of smoking paraphernalia? Sorry to be so vague, will keep looking.

You can eat then too (when dead) think I prefer them as a napkin holder.
Could be a Cicadia spoon, regarded as the only way to get the full flavour when eating the bug.
