The only law governing the sale of official VCDs is the Video Recordings Act (1984) which states that all video recordings (regardless of format) must be classified by the BBFC for release in the UK and marked with the applicable age classification. As "official" VCDs are rarely released for the UK market, it is unlikely that they will comply with this legislation and therefore their sale is illegal.
I was aware of the video recordings act - but thought that as it applies to a specific format and actually predates VCDs it did not actually apply - a loophole if you will.
Otherwise the same legislation would be stretched to prevent people selling other region DVDs eg that also have not been submitted to the BBFC.
Given the others sites anal application of certain laws, had it been relevant it would be there as well, wouldn't it?
INtriguing - the original act seems wide enough to encompass CD Roms for PC Games. Took me ages to find the relevant legislation for DVDs! (I think the last one is the Labelling Regs in 1998).
All of which explains why R1 sellers appear to be non UK based - but not why auction sites allow UK based sellers to sell non BBFC submitted regions.
