Multiple notices

I just noticed that I cannot have two active notices.
When I added a holiday notice to my regular "check the picture" notice the holiday only appeared after I set the regular one to not active.
Not a problem in itself, I can conflate the two if necessary, it is just that the notifices page would benefit from making it clear that there can be only one active notice at a time
