Restocking Fee?

I purchased a batch, but then I requested a cancellation of sale because I found out the seller was selling counterfeit items. Now the seller wants to charge restocking fee of 10%. How do I report someone to eBid that they are selling counterfeit items, and now charging a restocking fee?
