Cannot upgrade account to basic Seller

New member here. I'm trying to upgrade my Buyer account to the basic Seller account. When I get to the page with the Seller options and click the choice of basic Seller ( with a Visa verification ) i'm given a page stating the option is not available, and I should press the back button for Paypal. Is there an estimate on when this problem will be fixed?

It does seem to be a problem for people logging in from America. I think one or two others have had this. I managed it OK when I joined a few weeks ago, but I am in England.

I am having the same problem, cant upgrade to basic seller, i get the paypal message. None of it works.
Its a bit worrying if i am going to list on here (big if) i did think it was a scam to get folks to pay th £69 option. Not a good start

Especially if its been ongoing since october! Deffinetly a scam, i wont be selling here
